Hibiscus rosa-sinensis leaves had been proven to have hair growth activity preclinically. The aims of this research were to formulate a petroleum ether extract of hibiscus leaves into gel with carpobol as base, evaluate the gel during stored and discovered the hair growth activity. Hibiscus leaves extract were obtained by maceration using petroleum ether as solvent, then formulated into gel with carbopol as base and hibiscus leaves extract with variation 0,5 gr, 1 gr and 1,5 gr. The stability, physical properties and hair growth activity of the gel were examined. The result were analyzed using one-way ANOVA with 95% confidence level and especially for homogeneity, pH and physical stability were analyzed descriptively. The results showed that petroleum ether extract of hibiscus leaves can be formulated into a gel and qualified physical properties and stability during storage. The higher concentration of leaves extract of Hibiscus contained in the gel, hair growth activity was increasing. The highest hair growth activity was obtained in Formula 3 with Average Growth Daily (AGD) 0.241 mm.
